I'm constantly asked how to tour in China, how to cross borders into China with your own bike, etc. But I did not do it legally, so I don't know. Laws are changing all the time in China. Laws are enforced or ignored in a seemingly random manner in China, depending on what border you're coming through and what area you're riding in. If you want to tour in China or tour through China, check out this new organization, The Federated Motorcycle Club of China, which has been formed to attempt to:
1) put all things to do with
riding a motorcycle in China under one umbrella organization
2) better
help China's foreign residents connect
3) advise overseas visitors on
how to deal with red-tape and keep as legal as possible
4) give
feedback to the Chinese motorcycle industry to improve their products
5) provide news and information from racing to changes in Chinese
law

You can also join their Facebook Group
There are some good links from the site already, in particular to this thread on Horizons Unlimited and this other Facebook group, Zibo. Also to My China Moto, which is a community that Jim Bryant of Jimbo's Classic Sidecars belongs to (who is the person I always refer to for info or to buy a bike while in China), and you can quickly become immersed and lost in an ever-continuing trail of helpful and interesting links. Have fun!
